Located in the heart of the unified Berlin, there is a unique opportunity to complete the ensemble of the Kulturforum and to upgrade the urban space. The proposed museum frames and accentuates the old 'flaw' spatially as an urban void. In a horizontal extension of the base of the New National Gallery, a space is being created above and below which the interior of the museum will be developed. This void is used as a space by both the museum and the Berlin urban society equally and equally, charged with meaning, filled with uses and appropriated. The result is a highly democratic mixture of "high culture" and "everyday world", which we call an art forum.

Im Herzen des vereinten Berlins gelegen, bietet sich die einzigartige Möglichkeit der baulichen Vollendung des Ensembles des Kulturforums und der notwendigen Aufwertung des städtischen Raumes. Der vorgeschlagene Museumsbau rahmt und akzentuiert die alte ‚Fehlstelle’ räumlich als städtischen Void. In horizontaler Verlängerung des Sockels der Neuen Nationalgalerie wird dazu ein Platz ausgebildet, über und unter dem sich die Innenräume des Museums entwickeln. Dieser Void wird als Platz sowohl durch das Museum als auch durch die Berliner Stadtgesellschaft gleichermaßen und gleichberechtigt genutzt, mit Bedeutung aufgeladen, mit Nutzungen angefüllt und angeeignet. Im Ergebnis steht eine hoch-demokratische Mischung aus "Hochkultur“ und "Alltagswelt“, die wir als Kunstforum bezeichnen.
